Christian missionaries break into a society by using its social problems just as bacteria use a cut in the skin to invade the body.

Every social problem that isn't address by a civil body, government, or non-Christian charity is an opportunity for them. The people suffering from drugs are people who are understress, have difficulties in running their lives, and make decisions. They are perfect targets. 

For every family member saved from drug addiction, their is a family that is grateful. 

Also, in doing a charity they gain a positive reputation in society. 

Every gap in social support, is an entry point for missionaries.
